Rock Climb can be taught to certain Pokemon from the Egg Move Tutors.  It is used to pass certain terrain types in the world of PokeOne.

 

A list of Pokemon that can learn Rock Climb:  Geodude, Graveler, Golem, Onix, Steelix, Sandshrew, Sandlash.
